the deference line's canonical documents, and `notes/` as specification space

Four documents are canonical for the deference line: projects/deference/notes/CORRIGIBILITY_ROADMAP.md for current architecture and execution planning, CORRIGIBILITY_PAPER_LEDGER.md for human-readable research status, DISPATCH_QUEUE.md for what is dispatched and what may not yet be, and FINITE_MODEL_SKELETON.md for the frozen finite specification object a round's finite tracks bind to. Precedence: where roadmap and ledger disagree about whether something is established, the ledger wins; where prose and the claims registry disagree about what is established in this repository, the registry wins.
The decision was made by the maintainer before the round was dispatched, and the round implemented it. It closes the stub that asked which deference documents are canonical — the answer is these four, at these paths, and the line no longer has to be given its inputs in a dispatch.
A gate correction went with it, and it is the part worth recording. The round was authorized to create the four documents and found it could not honestly do so: tests/path_gate.py classifies with fnmatch, whose * crosses a path separator, so the enumeration protected projects/*/README.md, CLAIMS.md, MODEL.md and THEOREMS.md by basename at any depth — and nothing else under a line's notes/. A canonical document was therefore specification layer or not according to what it was called: notes/README.md was protected, notes/ROADMAP.md was in neither layer. The intended policy is that a line's notes/ is maintainer working space, so "projects/*/notes/**" was added to the specification enumeration with three self-test cases, including the regression case that an arbitrary filename under a line's notes/ classifies as specification. A contribution surface nested under notes/ still resolves to the proof layer, because proof patterns win.
This is a trust-chain change and was separately authorized as one. The failure direction is safe: adding a specification pattern only ever removes contributor write access and cannot grant a pass.
A second candidate correction was authorized conditionally and not made. The same authorization covered projects/*/FOR_HUMANS.md if inspection confirmed AGENTS.md designates it a specification-side artifact. Inspection does not confirm it. AGENTS.md names FOR_HUMANS.md as the human-register style and, in the same document, assigns "dual-register documentation of contributed results" to the proof layer — while also requiring every substantive deliverable to ship both registers. Protecting the path would forbid a contributor from writing a register they are required to ship. The existing projects/*/THEOREMS.md protection has the same defect, and projects/*/VERIFICATION.md — named beside THEOREMS.md in the dual-register section — is not protected at all. The three are one question about where dual-register documentation lives, and it is left open rather than half-answered.
