maintainer attention is a design parameter, not a backlog

2026-08-11 · settled · DECISIONS.md line 3576

Three rulings, taken together because they follow from one fact: the maintainer writes in few places and does not read most of what this repository produces. That is throughput, not neglect, and the constitution was written assuming otherwise in three places.

The flagship rule is retired. "Headline or flagship documents may not remain ci-only" is gone from AGENTS.md and PROVENANCE.md. It named a state that nothing in the process could reach, and an unreachable requirement is worse than an honest label — it makes the label look provisional when it is in fact the standing condition. ci-only is now stated as what almost everything here is, including the documents a reader meets first, and maintainer-reviewed as a rare deliberate mark rather than a state material eventually reaches.

External citation is restated to stand on its own. It previously routed through the flagship rule and so retired with it. What replaces it is weaker and attainable: anything cited externally carries the status it actually has — a registered claim its epistemic class, unreviewed prose as unreviewed. The failure it guards against is a citation silently upgrading ci-only prose into an assertion of record, which is something the citer does and the repository cannot gate. Whether that suffices for the maintainer's own citations is the one residual question, and it is in the queue above.

**A maintainer-dispatched round may file PRIORITIES.md items within its own scope**, with its PROMPT.md as the authorization record and the filing named in its report. Demand-gating is kept: nothing enters the registry except in answer to a filed item, and contributors still do not file. What changes is that the maintainer act is one approval of a wave rather than one retyping per item — the demand structure is what a stranger's pull request must not set, not something that must pass through a person's hands twice.

Naming is deliberately not relaxed with it. A round proposes provisional names and marks them; what a thing is finally called stays reserved. A name that ships is very hard to change, and nothing about throughput makes that less true — the two acts looked alike in the friction report and are not alike.

One queue. AGENTS.md §10 now requires a round that reserves something to append it to Awaiting the author above, rather than leaving it in its own report. Four sources of reserved items existed and none was the answer to "what needs me?"; the ledger's own section was the closest and was not being fed. The section is populated as of this entry and should normally be short.
