the setup and scrub reports are removed from the root

Maintainer instruction, taken during the Stage III round. Both were round-contemporaneous records that had outlived the root: the setup report described a toolchain and CI configuration now readable from the pinned files themselves, and the scrub report recorded the judgment calls of two scrub rounds whose own round records under prompts/ survive.

Four live pointers were repaired rather than left dangling, because a pointer that no longer resolves is a dead link and not history.

• tests/path_gate.py listed the setup report as a specification path. Removed from the enumeration. This is a trust-chain file and the edit is recorded here for that reason; the entry it removes named a file that no longer exists, so the gate is not weakened.
• The contribution-architecture report's specification-path listing is brought back into agreement with the gate. The two must agree, and the gate is the source of truth.
• projects/normativity/CLAIMS.md carried the setup report as the **verification register of two registered lean-proved smoke claims** (smoke.faf-asymp-refl and smoke.chain-compiles, both answering item 13). Deleting it would have left two registered claims without half their required dual register, so both doc pointers are repointed to prompts/2026-08-10-repo-scaffolding/REPORT.md, the surviving round record that documents the same setup verification. No claim changed class and no statement of record moved.
• PROVENANCE.md's row for the file is dropped; PRIORITIES.md item 10's context pointer now names the round record.

Two references are deliberately not repaired. AGENTS.md's chat-dump section requires a collator to produce a SCRUB_REPORT.md alongside a bundle; that is a standing requirement on future dumps, not a pointer to the deleted file, and it stays as written. And projects/deference/note-dump-2026-06-27/ORIGIN.md names the root scrub report in its intake receipt; that tree is agent-consolidated and its receipt records what was true at intake, so it is not rewritten.

References under prompts/ are round records and keep what was true when they were written.
