slop discipline is a standard, and grounds for rejection

Padding is a correctness problem in a verification repository, not a matter of taste: a reader who cannot tell which sentences carry content cannot audit, a document that restates itself hides its errors in the restatements, and volume inflates the cost of the maintainer review the architecture rests on. The rule is in AGENTS.md, summarized in CONTRIBUTING.md. Agent reports are deliverables under it. A pull request whose content is correct and whose prose is padded may be rejected on that ground, said plainly rather than merged and cleaned up after.
