legitimacy is a normativity subproject

projects/normativity/legitimacy/ is the bridge between normativity and deference. It owns the shared relational representation, write-separation results, and the protection-versus-laundering tension. The relational scorekeeping bridge round lives under its rounds/ directory. Deference remains a separate line and includes corrigibility.
