The consolidation job's required context is consolidation-verification. Project names and explanatory prose may appear in step names and logs, but not in the external context branch protection matches. Renaming a research line must not change the identity of its gate.

The workspace-state query distinguishes the sole modern claims registry from the inherited Normativity consolidation. The latter remains a 180-claim legacy foundation governed by its own ledger and status vocabulary; it is exposed as a claim source and is not migrated or translated into modern epistemic classes. Priority ownership and dispatchability are explicit metadata in PRIORITIES.md, not consequences of item numbers.
