a citation may be written in backticks where the name lint would otherwise refuse it

agent-decided, reversible. tests/name_lint.py cannot distinguish naming the program after a person from citing a third party's published work, and a maintainer of this repository is also an external author the normativity line needs to cite. projects/normativity/notes/PRIOR_ART.md ships with the one colliding surname in backticks, which the gate allows.

This is a workaround and is filed as friction rather than absorbed — PRIORITIES.md, Workspace friction, F6. The fix is a matching rule exempting a citation context; it changes a gate's logic, which is specification layer and retroactive over every document the gate has already passed, so the round that hit it did not take it. Rejected alternative: omitting the citation, which the dispatch asked for and which would have made the note false by silence.
