grounding an authority is not authorizing an exercise

agent-decided, reversible. A permit relation is a conjunct of validity. A warrant granted cleanly, with impeccable provenance, used outside its domain, issues nothing.

The previous formulation checked that an exercise's licence was recursively derivable and never what the licence was for, so it established authority provenance and not legitimacy of the particular exercise. Permit is a parameter: the interface requires it be consulted and says nothing about what it should say.

This exposes a gap in Reflective Integrity rather than in the interface — PAuth carries a schema code and no domain — and the round names it instead of letting the hypothesis look discharged.

Rejected alternative: leaving jurisdiction to the realization's covers field without an abstract clause requiring it.
