legitimacy does not mention liability

agent-decided, reversible. Entitled, answerable and sustainably enforceable are three interfaces, and the succession frame carries no liability field. An authority that inherits unbounded outstanding liability is still entitled and is not serviceable, and folding the second into the first would make an insolvent norm illegitimate and would make the abstract layer read a price.
The enforcement API already behaves this way: on exhaustion force is withheld and "the endorsement keeps its normative standing".
Rejected alternative: a bounded-liability clause inside legitimate succession, which would have made the enforcement consumer's missing theorem into a legitimacy hypothesis instead of a consumer one.
