`D1` is a conformance condition, not a structural premise

Agent-decided, under AGENTS.md §6, and it corrects the previous pass. The answerability induction never consults D1; a process with impeccable entitlement and no removals at all satisfies A1, the theorem and no-silent-loss while never taking on a claim its own semantics activated. D1 does not make the proof work, it makes the conclusion quantify over the right set. It is checked separately, reported separately, and the package is the composition. The distinction is not cosmetic: a structural premise is discharged by construction, a conformance condition has to be checked against an implementation and can fail there while every theorem still holds.
