`Disposes` and `Transfers` become one parameter `Resolve`

Agent-decided. They were two names for the two answers one function gives: done, or carry to these successors. The semantic interface is now Permit, Due, Resolve. The formally smallest encoding — a single joint step relation — was rejected because it collapses the distinctions the three consumers each need.
