`Due` is an activation generator over the represented state

Agent-decided. Not a predicate on a reason occurrence: a persistent predicate makes answering an answerable claim illegitimate, because the reasons stay represented and keep reactivating it, and activating on a reason's arrival misses material that only a later normative state makes owed. Due returns claim keys; newly due is what it returns minus what is already incurred; the structure mints the occurrence. This supersedes the previous pass's recommendation of a reason-keyed minting seam for Reflective Integrity.
