`Due` is a level and its rising edge is what obliges

Agent-decided, under AGENTS.md §6, replacing the previous pass's rule that newness is claim content not already incurred. That rule forbade recurrence: a claim legitimately resolved and then genuinely owed again produced no activation, so a process ignoring the second episode conformed silently. It was also circular in the direction the dispatch warned about, since memoizing consults the incurred set and lets answerability decide what is owed. NewDue_t = ActiveDue_t \ ActiveDue_{t-1} gets persistence, recurrence and non-circularity together and is smaller than what it replaces. A falling edge resolves nothing.
