the obligation fold is gated asymmetrically

Agent-decided, under AGENTS.md §6, and it reverses the previous pass's shared gate. Openings apply whether or not an edit was accepted; discharges and transfers apply only when it was. Removing an obligation is an exercise of authority and needs entitlement; acquiring one is not, because a process is answerable for what happened, including for an act it refused. The corollary the shared gate was introduced to secure — an unentitled act discharges nothing — survives unchanged, since discharge is still gated.
