Agent-decided. Both readings are implemented, and they are not ordered by strength: merge_lenient() sends two obligations of weight 1 to one of weight 1.5, which passes per-parent and fails in total. Any future conservation law here must be the total one and must say so, because the per-parent form would be false and would look proved.
