Agent-decided, under AGENTS.md §6. The Answerable Revision closure argument is three lines of inheritance from frozen Legitimate Evolution, and the round says so rather than presenting it as new. What is not inherited is that the promotion record is write-once: a process re-deriving its own past under present standards is invisible to the frozen premises, which govern how claims leave the outstanding set rather than whether they arrive. P1 is therefore stated separately, checked separately, and exhibited failing.
