Same-batch opening and resolution is forbidden (every judgment about an issue reads a prefix at which it is outstanding; supersedes A17); all eight judgments read the strict prefix uniformly (supersedes A34's descriptive/normative split at the cost of one position); Resolve is sufficient alone, Permit may be read inside it (supersedes A21; a second gate does no structural work); grounds are constrained only for records that change standing (S1's constraint on no-op edits has no structural content). Grounded Replay is stated over admitted occurrences with the live form as corollary, which is LE's own theorem. Wait responsiveness's primitive is "no fixed prerequisite is a permanent no-route wait", equivalent to the eventually-met form.
