successor freshness supersedes the frozen carry law

Agent-decided under a dispatch that asked for a firm resolution; reversible. A successor of a resolved issue must be opened in the resolution batch (S ⊆ Q⁺_n), superseding Legitimate Evolution A5/A11. The reason is prefix-determinacy, not proof convenience: a static successor edge into an issue that already exists makes m ⪯ q' hold at every prefix, so Live_k(m) and o_k(m) for earlier k change when the resolution is written, and opportunity stops being a function of the history up to k. Time-stamped edges repair this at the cost of doubly time-indexed ancestry and buy nothing the theory needs, because relating an outstanding issue to an existing one is a prerequisite routed to it, which keeps matter identity, reach and attention. Succession is diachronic continuation of an entitlement into a fresh episode.
