Actionability is a convex coercivity modulus

agent-decided, reversible. The schematic Actionability premise becomes Gain >= a phi(d) - Friction for a convex phi with phi(0) = 0, strictly increasing on the defect's range. Vanishing average work then gives vanishing average defect by Jensen and inversion, at rate phi^{-1}.
This simplifies rather than generalizes: the old linear form is phi(d) = gamma d and projection enforcement is phi(d) = d^2, so one theorem covers both and the rate and residual read off phi instead of being separate hypotheses. Forcing the projection realization into a linear form would have required assuming an inequality the enforcement mathematics does not supply.
Rejected alternative: keeping g >= gamma d as the schematic form and treating the quadratic realization as a special case needing its own theorem.
