the bounded-delay feasibility proof keeps its citation

Maintainer ruling. BD1's sufficiency proof invokes the Gale–Hoffman feasibility condition and will continue to. The prior-art ledger records it as a direct mathematical dependency, which is the honest label, and no rewrite is undertaken.
The self-contained alternative — a busy-period argument on the round's own FIFO theorem — stays recorded in projects/normativity/notes/PRIOR_ART.md §6.2 as available and not taken, for whoever writes the paper. The merged round document is not edited to make a proof nicer.
Rejected alternative: rewriting the proof now. The defect was the ledger claiming independence from a theorem the proof cited; relabelling fixed that, and the citation itself was never the problem.
