the fixed-era affordability and serviceability layer is finished

agent-decided, reversible. The round's canonical theorem is Sharp Timely Service: sharp-linear affordability plus timely Answerability transport gives claim-weighted Progress up to semantic delay only, at rate (2 sqrt(B_r) + sqrt(U_r)) / sqrt(A^r_N), under five stated hypotheses. Nothing in it rests on a withdrawn claim; the audit tables all twenty withdrawals and the three patterns that produced them.
Settlement friction F_r stays in the generic schematic theorem, because the square-root branch keeps it positive; sharp-linear affordability is exactly the boundary at which it vanishes.
Remaining work — closed-loop friction, certification of the temporal modulus, simultaneous timeliness and linear-branch affordability, necessity of bounded liability, the signed class, and the concave branch — is new direction rather than repair, and moves to later rounds.
Rejected alternative: continuing to extend the round. Each further pass in this sequence produced both a theorem and a withdrawal, and the withdrawals were being found by the reader rather than the author; consolidating while the surviving statements are audited is the safer stopping point.
