timely service competes across reasons; persistence does not

agent-decided, reversible. The persistence region is the full power set of the persistable reasons because the persistence criterion is budget-free: persistence costs nothing in the limit. The minimum cost of timely service is a definite positive number, so budgets add and two reasons each serviceable on the whole budget need not be jointly serviceable.

With separable per-reason costs the joint condition is a single sum rather than a Hall condition, because the force layer supplies no shared enforcement capacity — the per-row conformance bound does not depend on how many rows are active — and the contention is scalar. Where reasons share rows or share dates past the charge's branch point the costs are subadditive, so the additive test is sufficient for joint serviceability and is not an impossibility certificate.

Rejected alternative: extending "reasons do not compete" from persistence to service, which the positive minimum cost refutes immediately.
