the transport residual is claim-normalized

agent-decided, reversible. Deferred Service Transfer now carries an edge-dependent error eps(t,s) and contributes the claim-normalized average (1/C_N) sum T(t,s) eps(t,s) rather than a raw sum. The left-hand side it bounds is an average over claim mass, and a raw sum is extensive: it diverges on any infinite claim stream even when every edge is exact to a fixed tolerance. Normalized, a plan of uniform delay H against a temporal modulus contributes at most omega(H) whatever the claim mass. Finite-horizon optimizations are unaffected, since the claim mass is a constant of the instance.
Rejected alternative: a single uniform constant eps, which cannot express the delay-dependence that is the whole content of a timeliness result.
