the September naming audit

Maintainer rulings, taken in conversation after a connected-prose audit of the program's coined terms, and applied across the checkpoint and the wiki. Historical rounds keep their original vocabulary; SUPERSESSION.md §2a is the map between them.
The main shift: obligation rather than claim. Claim was carrying four jobs at once — a traded proposition in the market, an asserted result, a normative entitlement, and the quantitative burden c^r_t. The last of these is now the obligation stream, and mu^r_N the obligation measure; claim-weighted becomes obligation-weighted, and claim mass, claim marginal and claim-normalized transport error follow. Symbols are unchanged. The three-level distinction the rename protects: an answerability slice is the identity-bearing historical object, the obligation stream is the quantitative amount owed through time, and the obligation measure is the normalized weighting it induces.
Enforcement intensity, not allocated authority. Authority is normatively loaded elsewhere in this program — practical authority, authority genealogy, authorized disposition, standing authority — and a_t = beta_t is a mechanical scalar the scheduler fixes before the market clears. It is now enforcement intensity; allocated service is retired as a second name for the same thing.
Service is not identified with enforcement intensity. Service is the broad Answerability-facing relation: an obligation receives the answering work it is owed. Intensity is the resource that supplies it in this realization. The typing runs obligation → service → enforcement intensity → realized force, the last being endogenous and nobody's to choose. This is what the earlier name got wrong: it made a realization-level control variable sound like normative authority itself.
Consequent renames. local authority capacity → local enforcement capacity, preserving that it is not lifetime liability safety. transport stability → semantic stability, because the inequality is a property of the reason and not of the plan, and because across a self-revision it becomes the central semantic-continuity problem. service parsimony → service-to-obligation cap, which is a bound on over-service and not a virtue. claim-normalized transport error → obligation-normalized semantic error, naming the source of the error rather than the algorithm that routes it.
**nested assessment → assessment-set nesting**, and the reason is kept separate from the assumption: the mathematical hypothesis is A_N ⊆ A_t; settlement monotonicity is why it holds. One phrase for both blurred an assumption into its justification.
Friction, reserved. The word had three referents. Settlement-friction residual is F_r(a) and keeps the word; L_t(a) is the date cost (equivalently liability cost); q_t = D_t sqrt(m_t) is the conservative cost coefficient — a coefficient inside one date-cost instance, not a cost of anything by itself. A reader should never meet "the friction" and have to infer which was meant.
Retired as objects. settlement-misfit landscape → misfit profile, or simply the live-world exclusion deficits. serviceability frontier → the scalar critical delay H*(B) plus the liability–timeliness tradeoff; the frontier was never a primitive. The broader word serviceability is unaffected.
**overload certificate → finite-horizon infeasibility certificate.** The fixed-era enforcement layer does not behave like a shared server, and overload reimports that model. The certificate may witness capacity failure, liability failure, or both. The specialized operational object, deadline insolvency certificate, keeps its name. PRIORITIES.md item 74 is reworded; its mathematical question is unchanged.
**Sharp Timely Service is kept, with sharp defined wherever it is introduced.** It names the sharp robust liability charge L_t(a) = a D_t^2/4 on its linear branch, not tightness or exactness generically — and that exact charge is what lets one budget control the settlement-friction residual's numerator. PAPER_CANDIDATES.md records that a paper may prefer Timely Service under Sharp Liability.
Kept after review, because connected prose exposed no collision: answerability slice, anchored interpretation, fixed-set contiguity, coercive Actionability, persistence region, star-shaped date cost, admissible service trace, critical delay, deadline insolvency, realized force, service measure, Service Transport, Uptake, Progress. Service measure was specifically re-examined after the intensity rename and still reads correctly: it records where service was delivered, with intensity as the realization's resource for delivering it.
Not in scope. The ~470 Lean-only declaration names in state/views/NAMING_AUDIT.md are a separate, mechanical sitting. The view is regenerated so the backlog reflects what remains.
Rejected alternative: renaming symbols to match. c^r_t, mu^r_N, nu^{a,r}_N and a^r_t are unchanged; churn in notation buys nothing when the prose names are what were ambiguous.
