the bibliography is exempt from the name lint

Maintainer ruling, taken in conversation and landed by the decision-theory-bill round. wiki/Sources.md is added to tests/name_lint.py's ALLOWED_FILES: a bibliography names the authors of the works it cites, and a maintainer is also an external author the program cites (friction F6). The allowance is one file, pinned in the lint's self-test; every other wiki page stays in scope, and citations in other tracked prose still use the backtick form. Rejected alternative: a citation-context matching rule, which would change the gate's logic over every document it has passed; left as F6's general fix.
