local laws are unary in the parent; aggregation is a deferred extension

2026-09-07 · settled · DECISIONS.md line 1136

agent-decided, reversible. LocalLaw transforms one requirement into successors and expresses carry, split, refinement and re-representation. It does not express a genuine aggregation (r₁, r₂) ↦ c whose successor is resolved only by resolving both parents: two occurrences may route to one shared port, but each by its own law, and the no-growth map then demands that each parent alone resolves the shared successor. The consolidation round's "merge" is withdrawn from the claim; a law with several parents and a joint no-growth map is filed as an extension (PRIORITIES.md item 82), not adopted, because no theorem or application requires it. Rejected alternative: generalising the account to hypergraphs now.
