Robust Openness at a prefix includes the actual branch by definition

The consolidation round read the actual standing condition off (P) "at the null intervention", but Scenario never required any j to equal the actual state, and counterfactual_open_not_actual shows the counterfactual-only predicate does not contain it. The external Non-Capture contract is a certified RobustOpenActual at each prefix under a declared semantics; componentwise persistence is one sufficient way to produce it, not the contract. Rejected alternative: a distinguished null : J with cf null = actual, which puts an element into every application's intervention index and makes the identity a proof obligation of the semantics.
