the legitimacy / normative-induction phase is canonicalized

Maintainer-dispatched canonicalization pass, executed with write scope by the round at prompts/2026-09-08-canonicalization/. It lands the cumulative content of the integrity-synthesis batch, the mathematical consolidation and the final pressure pass, and rewrites the canonical surfaces around the surviving theory.
Landing. The three stacked pull requests — the integrity synthesis batch on round/2026-09-05-integrity-synthesis, the consolidation on round/2026-09-06-mathematical-consolidation, the pressure pass on round/2026-09-07-final-pressure-pass — were linear on top of main, and the first alone carried the axiom-audit failure the second repaired. They were landed together through one pull request from round/2026-09-08-canonicalization, branched from the pressure pass's head, merged with a merge commit so every round commit is reachable from main and commit-pinned citations into them stay valid. The three stacked pull requests are closed as superseded, each pointing at the landing pull request. No intermediate state with a red required check reached main.
The canonical theory is the one the final pressure pass stated, with one interface change: the intervention semantics is indexed by the accounted obligation state rather than by the history prefix, so the carrier of a concern's load is read off the accounts (LegitimateEvolution.OpennessSemantics). The wiki's Legitimacy, Integrity, Diachronic Answerability, Openness, Settlement interface, Normative induction and Normative Inductor pages, the Roadmap's legitimacy section, the Glossary and state/vocabulary.json now describe only that theory. Sixteen claims are registered under The legitimacy spine in projects/normativity/CLAIMS.md against item 78; the two conditional Normative Inductor theorems are deliberately not registered, the general one because its Logical-Induction hypotheses are uninhabited and the deductive one because its joint package has no single witness.
Decisions promoted to canonical wording. The 2026-09-06 and 2026-09-07 entries below that were marked agent-decided and reversible are adopted as they stand, with two superseded: standing is Robust Openness at the null intervention is superseded by Robust Openness at a prefix includes the actual branch by definition, and the Non-Capture certificate is the persistence bill is superseded by the reading in which the persistence certificate is one sufficient way to discharge a certified Robust Openness, not the contract. The queued rulings on naming a protected principal and on settlement independence remain queued; the canonical text is P-indexed because no party-free form exists, and treats settlement independence as two typed inputs under either ruling.
Vocabulary. Resolution replaces Evidence; accounted obligation state, Integrity evolution, Answerability Conservation, legitimate segment, Legitimate, Robust Openness (actual branch included), persistence certificate and PracticalCert are the preferred labels, with IntegritySegment, LocalConservation, slice ledger, settlement integrity, null intervention, persistence bill, Non-Capture certificate and headline Progress deprecated.
Demoted to evidence, unedited: the lattice ledger and local conservation clause of the integrity constructive round; the countermodels of the integrity adversary round; the export adapter on the older trace model; the exposure-headline Progress theorems; the fixed-era Progress, Serviceability and Liability pages, now marked realization material.
Rejected alternatives: merging the stack in order, which would have routed the audit failure through main; squash-merging, which would have left every pinned citation into the rounds dangling; registering the conditional realization theorems on the strength of their proofs alone.
