`Unresolved` on a bare record is the wanted shape

Maintainer ruling, taken in conversation and landed by the consolidation round. A legitimacy criterion that returns Unresolved on every bare DR-MDP example is the correct result about what such a record omits, not a criterion declining the cases anyone asked about. The program's answer is proof-carrying: authority is read off receipts a record must carry, and where the record carries none the activation event is 0. The next thing wanted is an account of what a record must carry before any criterion can decide, which the legitimate-deference stack's activation event is for one kind of record. Rejected alternative: a criterion that decides bare cases, which would have to supply the missing structure from a counterfactual — the reference-evaluator move in another form.
