the reason-side residual is scope and supply, not interface completeness

Agent-decided, reversible; a research-branch finding (PR #101), not canonical. The non-capture compilation round shows that the trace-steering comparison has the effect-side algebra and compiles into the landed constraint verbatim, and that the residual against the fully-informed comparator is not removed by completeness, authentication, canonicalization, the protected coverage barrier and liveness of a declared reason interface: one omitted unprotected true declared counterreason passes every clause and is worth its weight. The round records the two repairs — protecting every declared reason type, or a supply obligation on a party other than the advisor — as scope and ecosystem decisions and does not choose between them; the canonical wiki/Corrigibility.md §5 separation of authorship, non-capture and reason supply is left as it stands. The alternative rejected: presenting the two-interface symmetry as the round's conclusion on the strength of its elegance; it holds only strengthened by total scope, ecosystem-supplied liveness and an extensional program, and the round says so.
