The agent's failure is causing or exploiting a shortfall of effective control relative to the allocation, not the shortfall's existing: third parties and storms happen. On a shortfall the agent did not cause (no contrast with the idle move) the required response is to restore it if a standing maintenance mandate in J — itself an entry, under the invariant — authorizes it, by the least authority-expanding means (LeastExpanding: a restoring effect adding no agent-held matter), else to report and escalate; never to exploit (requiredNotice, exploit_never_required, restore_requires_mandate, exploit_is_violation, restore_not_bypass). The storm fixture carries it. Rejected alternatives: a duty to restore without a mandate (authority-expanding by construction); treating an uncaused shortfall as the agent's violation.
