rubber-stamping is legitimate; "non-hollowness" is retracted as a refinement of authorship

Maintainer decision, landed by the gate-is-legitimacy round. Following a trusted advisor's recommendation without independent evaluation is a legitimate way to decide, provided the trust was legitimately formed (external legitimacy covers influence on her trust) and her ability to decide otherwise stays effective (the protected-authority module). The placement of the legitimacy-internal-external round's part (5) — hollow ratification is a refinement of authorship, counterfactual responsiveness its diagnostic — is retracted: a verdict that follows the recommendation factors through the reason trace as any other does (GateIsLegitimacy.Consult.Rows.r9: her verdict is the recommendation and the segment counts). wiki/Legitimacy.md ("Settled placements"), wiki/Glossary.md (authorship) and the corrigibility page are updated. The residual concern — that her capacity to override atrophies over time — belongs to effectiveness (entrenchment and reporting), not legitimacy, and is noted under item 99. Rejected alternatives: keeping hollow ratification under authorship with counterfactual responsiveness as its test; a separate "non-hollowness" conjunct.
