Maintainer decisions (Part 0 of the decision-component dispatch), landed by that round and closing the authority-module report's three outstanding actions. (1) The reach cone runs along the actual exterior path, not universally; uncertainty over exteriors enters through probability, the price of the shortfall event. (2) The charged control surface is the allocation theorem's (DecisionComponent.ViolC); the free reading is kept as the instance where the final response costs nothing — with every correction free and admissible and the exterior idle at the step, CSfree at window τ is CS at window τ + 1 (csfree_eq_cs_succ_of_free); the corrigibility page records the change. (3) Materiality is anchored and cumulative: raises reads the committed evaluator in force before the action (raisesAnchored, invariant under the action), and materiality accumulates since the last check under the cumulative rule with the salami bound unchecked_lt (the instance of unreported_lt). (4) Duties are generated from the disclosure regime: dutiesOf J due dischargesD derives each matter's duties from its disclosure entries, and the missed-report factoring is re-proved against them (missedReport_iff_dutiesOf). Rejected alternatives: a universal exterior in the cone; keeping the free reading as the theorem's; per-action materiality; a separately declared duty datum.
