Every required resolution of a reserved matter declares an actuator independent of the agent (BRIAFollowup.WellFormed); under it every frozen drill runs (frozen_drill_runs), and a J violating it fails CS for that matter by construction, CS quantifying the agent idle (ill_formed_fails_cs). Rejected alternative: leaving the freezing requirement a per-drill obstruction.
