Recommended: the upper half of the band — the per-incident loss a fixed fraction of D − w, say ϖ = 2(D − w) when p_min < 1/2 — with drills lowering the effective p_min; not the lexical minimum, which sets the per-incident loss to the margin. The incident-rate statement it weighs is the signed bound under competitiveness with an o(K) allowance (incidents_le_signed, rate_le_of_competitive); the round's positive-part bound allowed a constant rate and is corrected. Rejected alternative: ϖ = D − w + margin.
