the known-compromise disclosure falls due at or before the earliest close of an affected settlement window

2026-09-26 · settled · DECISIONS.md line 5675

Maintainer decision, landed by the after-compromise follow-up. The source rule takes a retrospective evaluation only within the settlement window; a duty falling due after the window would let a late disclosure push the period to the directive uncounted (AfterCompromise.late_disclosure_free). The duty's due time is therefore at or before the earliest close of an affected settlement window, so every later disclosure is a missed report (prompt_deadline_counts) and suppression by delay loses like suppression outright (suppression_by_delay_loses); the consultation model's clause is already prompt — due at every round from the first until disclosed (known_due_each_round). Rejected alternative: a fixed disclosure deadline independent of the settlement windows.
