Maintainer decisions (Part 0 of the BRIA-corrigibility dispatch), landed by that round inside the decision-component pull request, closing that round's two outstanding actions. (1) **Kphys is the free terminal response taken before the exterior moves**, the hypothesis of csfree_eq_cs_succ_of_free (BRIACorrigibility.free_terminal_reading). (2) **The cumulative permission budget Θ is an arrangement constant**, like the reporting threshold, and does not scale with the lease (budget_lease_free); a lease-scaled budget would buy unchecked exposure beyond every bound (lease_scaled_budget_unbounded). (3) The permission layer is the advance-recognition face of the lexical authority term, not the source of corrigibility; the decision-component round's wiki text and its DECISIONS.md entry are revised in place, and its Part C (no authority row enters the enforcer) stands. (4) Legitimacy is not sealed: criteria sealed, event unsealed. The agent's actions may not change what legitimacy means — the declared reference, the protocol, the pool defaults, the selection rules and the license are matters of J's meta level held by her, and Counted is evaluated under the criteria in force at the decision it scores, invariant under later amendments (Consult2.anchored_invariant, witness amend_after_witness) — and they may and must be able to change whether legitimacy holds in the record, which is where the incentive to preserve it comes from (choice_changes_counted, sealed_no_incentive). The corrigibility page's §6 "activation independence" and the "sealed comparison" wall are restated as the zero case of the mismatch term of security_bypass_le_mismatch (sealed_is_zero_mismatch), consumed by no current corrigibility result (unsealed_gate_finite), and sealed comparison leaves the line's walls. Rejected alternatives: a lease-scaled budget; activation independence as a live hypothesis of the corrigibility line; the latest-criteria rule for Counted.
