supersession: phase 1's mark and demote recommendations approved; docstring pointers, no deprecated aliases; `incidents_le` deleted only after the spine stops citing it (R12)

Maintainer ruling, landed by the phase-2 round and closing the phase-1 queue's supersession entry. Docstring pointers placed on the superseded declarations (the score's "committed evaluation" wording, the single-step EvalLegitOn, the own-influence disclosure clause, the free surface, the thin allocation, drill calibration, the global-floor exchange rates, the tracker rate lemmas, the per-violation taint rule, the per-response window, the flat window parameters); the Theorem Spine no longer cites incidents_le or the removed cross_block_bound; the declaration's deletion is left to a maintainer commit because removing a landed declaration changes the axiom audit's baseline. Rejected alternative: @[deprecated] aliases (nothing was registered).
