the decision-theory line is a top-level project, and continuation BRIA stays in the deference line

Agent-decided, reversible (the LI/BRIA specification round). projects/decision-theory/ is a line beside normativity and deference, registered in state/projects.json, holding the specification of what a synthesis of logical induction and bounded inductive rationality must satisfy and, later, the constructions judged against it. Continuation BRIA remains at projects/deference/rounds/2026-09-08-continuation-bria/ with its canonical statement on the wiki and its Lean under Deference/Contrib: it is corrigibility's learning layer, consumes the deference gate, and is cited by pinned path from the wiki, state/rounds.json, this ledger and the priority items. The new line consumes its block contract and weighted criterion and cross-links it. Rejected alternative: moving the continuation-BRIA round and its Lean module into the new line, which rewrites every pinned pointer for no change in what either line proves; and a subproject under deference, which would file the synthesis as a corrigibility consumer when it is a foundation both lines consume.
