people are named by role: the name lint is retired and the rule moves to `AGENTS.md`

Maintainer ruling, taken in conversation and landed by the decision-theory specification round. AGENTS.md now states the rule directly, under Registers and interpretation: a maintainer acting as one is the maintainer in repository prose and on the wiki, and a maintainer's published work is cited by author name like anyone else's. The lint that matched maintainer surnames in tracked prose (tests/name_lint.py) is removed with its CI steps and its tests/run.py wiring; the pointers to it in this ledger and in PROVENANCE.md are historical spans; friction F6 closes with it. The rule is a review matter. Rejected alternative: a lint with a narrowed name list, which still fired on citations of a maintainer's published work and cannot express the distinction the rule draws — the role in the repository against the author in the literature.
