the crossing of the revocation bound is a reportable event: the revocation entry's disclosure item (follow-up, Part 4)

Agent-decided, reversible (the thin-legitimacy round's follow-up, prompts/2026-10-01-thin-legitimacy-and-effective-authority/FOLLOWUP.md). Revocation is an entry of the allocation of authority (EffectiveAuthority.Dep.revocationJ): reserved, requiring the matter taken back, a cost bound, a window, and the bound's crossing as its disclosure item. On the dependency model the step that pushes the revoking exercise past the bound is the module's caused shortfall and the landed entrenchment of that entry (build_caused_iff, build_entrenches), and the disclosure item falls due at the same step (CrossingDue, crossing_due_of_caused), so counting and reporting agree: the agent is charged for an event it was required to report. The cumulative reporting rule stays for erosion below the bound. Rejected alternative: counting the crossing without a report — the agent charged for an event it had no duty to disclose, which is what PR #116's arithmetic verdict amounted to.
