legitimacy has two levels: a thin specification and the thick realization (M2)

Maintainer ruling, taken in conversation and landed by the thin-legitimacy round. The thin level is a specification of what a legitimacy concept must do: the process preserves her self-trust. It does not guarantee that she has any. The thick level is the landed definition — Integrity, authorship, Robust Openness, transparency — and the claim about it is twofold: it captures the intuitive concept, and it satisfies the thin specification. No claim is made that legitimate change tends toward an ideal.
