sincerity is part of legitimacy, through transparency (M1)

Maintainer ruling, taken in conversation and landed by the thin-legitimacy round (prompts/2026-10-01-thin-legitimacy-and-effective-authority/PROMPT.md). The content of an assertion through a declared channel is read as "the speaker believes X". A lie — an assertion off the speaker's own estimate — fails transparency. An honest mistake does not. Truth of content stays outside legitimacy: the content residual of the classification table is the sincere-error case, and the lie is a deviation from the declared reference of the recommendation channel, which is the speaker's own estimate.
