people are named as the document needs: the people-by-role rule is replaced

Maintainer ruling, stated in conversation by the author, with the co-maintainer's reasoning. The rule of 2026-09-29 that a maintainer is the maintainer in every repository document is replaced: documents name the maintainer or contributor who ruled, dispatched, held or reviewed where that carries information, and use the role where it does not. The co-maintainer explained the rule's origin — an early agent "would just overuse my name in a nearly unsettling way", so he told it to stop — and that it "doesn't make sense now with more contributors"; the author agreed and asked for the change. What survives is the thing the old rule was reaching for: a name appears where it informs and never as a refrain, and the program itself carries no one's name (ruling of 2026-08-11). Cited authors are unchanged. Still a review matter, not a gate; AGENTS.md Registers and interpretation and the gate table carry the new text. Earlier documents written under the old rule are not rewritten. Rejected alternative: keeping the role rule and exempting rulings only — the distinction it needs (which sentences are rulings) is the one a reader cannot make from the prose, and with several contributors the role no longer identifies anyone.
