the licence is three-level with verdicts as values, enforcement's conclusion is a defect bound with the account beside it, the record of a run is its own object, and a warrant's defeat condition belongs to the occurrence

agent-decided, reversible (the warrant-enforcement-semantics round, projects/normativity/rounds/2026-10-20-warrant-enforcement-semantics/). Four adoptions from the dispatch's proposals, where the mathematics supported them.

P1 adopted — the three-level licence. Admissible (the region contains the verdict), Supported (a certificate whose positively weighted rows are cited by occurrence into the live bundle brackets the verdict with attained endpoints), Licensed (supported on the record's grounds, and the issuing event authorized); Licensed → Supported → Admissible proved, both converses refuted, in WarrantEntitlement.lean. A verdict is a value for a coordinate, which is what A4's "two verdicts inside the interval" needs and what makes Supported → Admissible a theorem by rational convexity. Rejected alternative: verdicts as bounds (the warrant's output form), under which Supported → Admissible is the certificate's soundness alone and A4 has no two verdicts to select between; and citation by row value (Bundle.Allowed), under which the stale certificate of A3 passes.

P2 adopted — the conclusion of enforcement is a defect bound. Conformance stays the force layer's Σ_j β_j g_j² ≤ ε + C, hence g_j ≤ δ, never P_t ∈ K_t; this round adds the account beside it, −3ρ ≤ netWorth at every live world. Rejected alternative: stating entitlement as membership of the price in the region, which the force interface already withdrew.

P3 adopted — the record is an additional object. MarketRun → Record (trace) carries grounds with provenance, certificate events, docket transitions and the enforcer's position, and not prices; it is neither injective nor constant in the run and decides Licensed. Rejected alternative: the price history as the record, under which the docket is invisible and Licensed undecidable.

P4 adopted — names, provisional: settlement semantics, bankroll schedule, entitlement; and the round's own odds bankroll, slack world, orphan pin.

The defeat condition is occurrence-level. A warrant's rows share one defeat condition: undercutting its applicability claim withdraws its strength row too. The mathematics: with per-row ports, a defeated applicability row leaves the strength row an orphan that a later refutation of the consequent turns into a pin on the antecedent, inside a nonempty region with no slack world, where no bankroll exists (Fixture.orphan_region_nonempty, orphan_no_slack, the harmonic buyer of the round's src/). The compiler rule realizing this is item 112; until it lands, Grounds.region consumes ports only and the round's fixture is the standing counterexample. Rejected alternative: per-row ports as on the seed-statics branch, with the orphan accepted as the warrant's content — a defeasible warrant does not contrapose, and the market would pay without bound for a conclusion the warrant never drew.
