agent-decided, reversible (the rebuttal-and-end-to-end round, projects/normativity/rounds/2026-10-21-rebuttal-and-end-to-end/). Adoptions from the dispatch's proposals and the details the rulings left open.
**P1 adopted — settleForm on the form.** settleForm : Settlement → Occurrence → Option (List Row) returns the specialized row of a kept form and nothing for a rebutted, vacuous or retired one; settleForm_eq_some_iff says it keeps exactly the specialized rows of forms none of whose premise, antecedent or consequent coordinate is pinned false, and strength_contraposes says what the removed rows would have forced. Rejected alternative: a rule on the specialized row — the row does not know which coordinate is the consequent, and a syntactic test for the contraposing shape would misfire on a row whose antecedent is pinned by a different sentence.
Vacuity before rebuttal. A form whose antecedent and consequent are both pinned false is vacuous, not rebutted: a form that never applied is not refuted. The row leaves either way. Rejected alternative: rebuttal first, which would count a case that did not arise as a refutation of the warrant.
**Retirement one step along cites, under closure.** A retired premise removes the occurrences whose cites names it; forms further down a chain leave through the settlement's closure (their antecedent pinned false). The round's settlements carry their closure. Rejected alternative: the transitive closure of citation inside the rule — a recursion on the grounds that the round did not need and item 121 asks for, against the alternative of stating closure as a hypothesis of the statics.
P2 adopted — the reopening account. The reopening of a settlement step is the set of occurrences that survived before it and not after (survivors_anti makes it well defined); hull mass is nonincreasing between reopenings (ConvergenceMeasure.hullMass_anti on the survivors' intervals) and the total reopened mass is what SeedStatics.tendsto_of_summable_drops consumes. On the end-to-end fixture the sequence is 1/2, 5/12, 5/6, 1/2 with one settlement reopening (the strength row at n_E, which widens nothing) and one defeat (the undercut, which widens X∧A by 3/4). Rejected alternative: counting the undercut as a reopening — it is the docket's, not settlement's, and defeat_widens already names it.
P3 adopted — names, provisional: rebutted, vacuous, retired; reopening; end-to-end witness; and the round's survivors, settled region, reopened mass, cushion exhibit.
The seed subproject. projects/normativity/seed/ is a subproject normativity.seed of state/projects.json, holding the two landed branch rounds and the future seed rounds; the seed-statics round's outstanding action 3 (keep under seed/ or move under legitimacy/) is thereby taken as keep. Rejected alternative: legitimacy/ — the seed is the compiler's left input, not a legitimacy predicate.
