Whether settlement's independence from the disposer's writes is a standing hypothesis of the program or a per-realization assumption. Fixture 3′ of the round shows it is load-bearing either way: the same trace is refused when the disposer may write Settled and accepted when it may not. Turns on: where L_t comes from in the assessment-process generalization. If the settlement engine is always exogenous the hypothesis is standing; if a realization may let a participant settle, it is per-realization and every such realization owes the check. Maintainer note, 2026-09-08 (not a ruling): what counts as settling is itself a declared, substantive choice, and a protocol may carry sentences that are observational about a party's moves — for those, that party's move is the settlement channel by construction, and the party "writing Settled" is just the party moving. The independence the laundering fixture needs is therefore typed: it bears on sentences that are not observations of the writer's own moves. The evaluation ecosystem of PRIORITIES.md item 87 is the first concrete consumer — the principal's commitment settles the evaluation and the principal may also dispose of objections — so the entry stays queued until that realization says which sentences are observational and which are not.
