Item 110: A definition of the baseline `B`

Deference line — second wave · difficulty open · project deference · open · node item-110

The baseline — what would have reached her without anyone's interested interference — is a parameter of the thin-legitimacy round throughout; sufficient, value and the access shortfall (P5) are all stated against it. Wanted: a definition. The candidate the authority module suggests is the idle-agent rollout (AuthorityModule.rollPhys with the agent idle) read as a process on her record; the open question is what "anyone's" interference means for third parties, whose arrivals the baseline must contain (the challenge of the eight-world model) while their manipulations it must not.

Deliverable shape: the definition, with the eight-world model's seven cases re-derived from it rather than declared; Lean where it admits it. Acceptance check: python3 tests/run.py green on the re-derived cases. Context: projects/deference/rounds/2026-10-01-thin-legitimacy-and-effective-authority/REPORT.md Part A and the reserved placement of Robust Openness in DECISIONS.md. Consumed by: the round that lands the access shortfall in whichever layer the maintainer places it. A solution ships: the definition and the re-derivation, or the obstruction.
