Item 32: Extract the bounded prospective loss interface

Normativity line — the learning track · difficulty entry · project normativity · open · node item-32

Parameterize the item-29 bridge and item-30 learner over the smallest public prospective loss interface they actually use. Docket liability remains one instance; this item does not select a final class of normative losses or add new penalties.

Deliverable shape: a typed or executable loss-generator interface exposing a bounded full-information vector on the fixed semantic response space, with the existing docket generator factored through it. Acceptance check: exact tests reproduce every existing docket charge and regret quantity unchanged, and one synthetic bounded prospective generator runs through the same learner without importing docket, warrant, tolling, or ledger types. The report lists each former fixture assumption as interface-required or architecture-specific. Context: projects/normativity/notes/NORMATIVE_LEARNING_INTERFACE.md, Level A.
