Item 69: Bounded-lifetime liability

Normativity line — legitimacy · difficulty open · project normativity.legitimacy · open · node item-69

The enforcement consumer wants: a norm that is legitimately live over an interval is enforced throughout it. The legitimacy interface now supplies the interval — NormView_s and the lifetime it induces — and the liability theory supplies a charge, an allocation to each force-bearing standing, and a global bound sum_t c_t <= Phi_0 + sum_t eta_t.

What is missing is the per-norm statement: that the charge allocated to one norm over its own lifetime is bounded by an allowance attached to it at issuance, and that such allowances are summable. Three things it needs and none of which exists — an allowance minted with the norm, at the MINT seam the answerability scout names; charging against the norm's own episode; and either a finite lifetime or a decaying allocation, since the per-date deficit provably does not fall with increasing settlement.

Narrowed by the Legitimate Evolution round, and the narrowing is itself narrow: any such bound is a condition on the succession semantics rather than a structural theorem, which does not mean no legitimacy semantics may impose one. A Resolve that refuses a successor not genuinely carrying its predecessor is coherent; the structural layer cannot see it only because it cannot see any content. Four constitutions transfer every obligation to a named successor, satisfy both structural premises and the continuity theorem, and reduce the total burden — one of them to zero. So the per-norm statement must be sought as a hypothesis on Transfers and stated in total accounting: per-parent accounting is not a weaker form of it but a wrong one, and a merge of two obligations of weight 1 into one of weight 1.5 passes per-parent while the total falls.

Deliverable shape: the per-norm bound with its local laws, or the witness showing it cannot hold at presentation level. Acceptance check: the slice's driven run exhibits a norm whose lifetime charge exceeds any allowance attachable at issuance, or the bound holds on it.
